From Haley’s perspective, and the audience’s, there was enough smoke to believe there was a fire. This is why many people still debate whether he crossed a line emotionally, even if not physically.
However, based on what was explicitly shown, Nathan never physically cheated. He repeatedly rejected Carrie’s advances, but he failed to set clear boundaries and tell Haley what was happening sooner. The core of the conflict wasn’t actual infidelity but rather the secrecy and the emotional manipulation from Carrie that almost shattered their trust. It was a test of their bond, not a case of him having an affair.
